Could it be that the pot has been slighted rotated, so the minimum of the pedal travel does not really reach the 0 in the pot track?
I had something like this with the pot of a Roland EV5.

Interesting, I have had 7 FC-7 pedals and they all have a volume range from 0-100 according to the NS3 System Menu. I also have 4 Moog EP 3s and they also go from 0-100 with FC-7 selected as the pedal type. I do prefer the Moog EP3 to the FC-7 though, as they have an adjustable knob on the side of the pedal.

Got to our studio today for the first time in 4 weeks and checked this immediately, both my FC-7 pedals go from 0% to 100% on my Stage 3, connected to the Organ Swell plug.
