Synth Bass Live vs Prog

When I activate synth bass with PLUCK/REL while LIVE, the pedal drawbars control the synth bass volume. When I do the same and store the settings to a program the synth bass volume is fixed - pedal drawbars have no effect. Is this normal behavior, or have I programmed it incorrectly?

Solved. Sort of. The "Pedal Preset" was active. Store the setting with it not active and the pedal drawbars control the synth bass output level. However, pluck level is not saved.
